SeaFlower rental rules: whole-home leasing, ADU leases, the apartments, and what the HOA documents govern
What is published, what is only claimed, what Florida law lets an HOA restrict, and how to verify before you buy as an investor.

Quick answer
Two rules are published for SeaFlower: an accessory dwelling unit may be rented only after one year of owner occupancy in the main home, and ADU leases must be at least six months. Whole-home leasing rules live in the HOA covenants behind the resident portal; a third-party blog claims one year of owner occupancy before leasing, which is not confirmed in an official document on this site. Florida law lets an HOA prohibit rentals shorter than six months or more than three times a year and bind all owners, so assume short-term rentals are not permitted until the covenants say otherwise.
What the law allows an HOA to do
Florida Statute 720.306 lets an association amend its documents to restrict rentals of under six months or more than three times a year and apply that to every owner; other new rental restrictions bind only owners who buy after the amendment or consent to it. Unincorporated Manatee County cannot prohibit or limit the duration of vacation rentals under Statute 509.032 for rules adopted after 2011, so the HOA documents, not the county, are the operative rules here.
The ADU program
The developer's stated intent for the ADU allowance was long-term flexibility, not short-term rental: one year of owner occupancy first, six-month minimum leases after. A 2026 state bill proposed allowing local governments to permit shorter ADU rentals; check its status before planning around it.
The apartments
The Village Center includes 332 to 362 apartments in phase one (600 at buildout) by NDC Development. Rents and a leasing date have not been published; when they are, they will set the local benchmark for what a SeaFlower ADU or townhome can lease for.
What an investor should verify before contract
The current declaration of covenants and any leasing amendment, the ADU rule as written, the HOA's tenant-approval or registration process, and the capital contribution or transfer fee at closing. Get all of it in writing with the HOA disclosure summary Florida requires.
