What SeaFlower is, how it is laid out, and what daily life looks like.

What is SeaFlower and where exactly is it?

SeaFlower is a 1,175-acre master-planned coastal village in west Bradenton, Florida (ZIP 34210), in unincorporated Manatee County, bordered by Cortez Road West on the north, 75th Street West on the east and 86th Street West on the west. It sits on the former Preston family flower farm. Phase One is 400 acres around the 19-acre Lake Flores with 1,063 homes, apartments, a hotel and a Publix-anchored Village Center; full buildout is about 4,000 homes. The Welcome Center is at 4505 Flower Fields Trail, (941) 212-0801.

Who is the developer?

Lake Flores Land Company, led by principal Ed Hill, with LAMB Properties as investment partner. The brand and site plan are held by Cortez75W Investors, LLC. The plan was approved by Manatee County in 2015 under the name Lake Flores and rebranded SeaFlower before launch in 2024.

Is SeaFlower a 55+ or age-restricted community?

No. SeaFlower is an all-ages community. Every builder lists it as non-age-restricted and the developer markets it for every stage of life.

Is SeaFlower gated?

No gates appear on the site plan or in any developer material, and the internal streets are being turned over to Manatee County as public roads. Treat it as a non-gated community.

What amenities are there, and when do they open?

The Garden Club is the resident-only amenity campus on Lake Flores Park: Plumeria Hall (lounge, catering kitchen, conference room), a Gathering Hall for events, a fitness center with studio, a zero-entry resort pool with lap lanes and spa, four pickleball courts, an event lawn and amphitheater, a fire pit and a playground. It broke ground in July 2025 and is scheduled to open in fall 2026. Around it are the 2.5-mile Lake Flores Trail, a nature trail, two dog parks and pocket parks.

Is there really only one pool for 4,000 homes?

For Phase One, yes: one amenity campus, The Garden Club, serves the 1,063 Phase One homes. Amenity plans for later phases have not been published. In my experience the developer sizes the first amenity center for the first phase and adds facilities as later phases open, but I would not buy on the assumption of a second pool until it is on a plan. The Village Center, the trail and the beach three miles away do a lot of the lifestyle work here.

Are golf carts allowed? Can I drive one to the beach?

The community is designed around a 2.5-mile multi-modal trail built for walking, biking and golf carts, and the developer calls it golf-cart friendly. Driving on public streets is governed by Florida law (Statute 316.212), which allows carts only on roads a county has designated; a street-legal low-speed vehicle with lights, signals and insurance is the safe answer for anything beyond the trail, and Cortez Road to the island is a real road with real traffic. A David Weekley buyer commented that street-legal carts are in use with the right insurance. Confirm the HOA rules before you buy a cart.

Is it walkable? Is it a real TND?

The developer says SeaFlower is inspired by traditional neighborhood design but is not a strict TND. In practice: narrow streets, front porches near the sidewalk, rear-alley garages on many lots, pocket parks, and a mixed-use Village Center reachable by foot or golf cart. Sidewalks and the trail connect the neighborhoods to the amenity center and retail.

What will the Village Center have, and when does Publix open?

About 140,000 square feet of retail, dining and office in phase one, plus roughly 332 to 362 apartments and a 120-room hotel, developed by CASTO and Redstone with apartments by NDC. The anchor is a Publix of about 50,000 square feet with a separate Publix Liquors, slated for fall 2026. Announced tenants include Dutch Bros, Whataburger, Playa Bowls, Potbelly, Dave's Hot Chicken, Pecan Jacks, Nothing Bundt Cakes, Club Pilates, PacDental, PNC Bank and Suncoast Credit Union. Completion is targeted for the fourth quarter of 2026, with openings staggered.

Are there apartments or a hotel I can stay in?

Both are planned in the Village Center: about 332 to 362 apartments in phase one (600 at buildout) and a 120-room hotel (250 at buildout). No leasing dates, rents or hotel brand have been published as of September 2026.

How many people live there now, and how fast is it selling?

First residents moved in September 2025. The developer reported 200-plus homes sold and 90-plus residents in March 2026; Bradenton Magazine reported 238 sold and 150-plus residents by March 30 and more than 270 sold by June 1, 2026. RCLCO counted 198 new-home contracts in the first half of 2026, which tied SeaFlower for 51st best-selling master-planned community in the country.

When will SeaFlower be finished? What about Phase Two?

Phase One is in construction now: 400 lots were complete and 384 more were under development through 2026, with 784 of 1,063 homesites released by April 2026. Phase Two is expected to start around 2027 depending on market conditions, and the plan is three phases of roughly 400 acres each. A community this size takes a decade or more to finish; buy for what exists and what is funded, not the rendering.

What are the rules on pets, parking and exterior changes?

The HOA's covenants and its Architectural and Landscape Design Guidelines are in the ICON Management portal, behind a resident login, so they are not published here. Two dog parks are planned. A third-party listing site mentions breed restrictions and a limit on the number of pets, which I have not seen in an official document. Ask the builder for the full HOA disclosure package before you sign; Florida law gives you three days to cancel if it is missing.

Is there a social calendar?

Yes. An Art of Living Director employed through the HOA programs events, classes and clubs from Plumeria Hall once The Garden Club opens, and the developer's community relations team runs events in the meantime.

What do current residents say?

There are no independent resident reviews online yet, only the developer's published buyer stories (a downsizing couple from Anna Maria Island, longtime West Bradenton residents, a first-time buyer couple in an M/I villa, and buyers using a Cardel ADU as a separate suite). What I hear on site is consistent: people love the porches and the trail, and the two live complaints are construction traffic and waiting for The Garden Club. Both are temporary.

Who builds what, what it costs, and what is included.

Which builders are in SeaFlower and what does each build?

Five builders. M/I Homes builds the townhomes (Row Homes) and twin villas (Village Homes). Pulte builds single-family homes in its Scenic, Veranda, Front Porch and Distinctive series on 42-foot to 50-foot lots. David Weekley builds Bungalow homes on 45-foot rear-load lots and Classic homes on 60-foot lots. Cardel builds Cottage (50-foot) and Classic (60-foot) homes with front- or rear-garage versions and garage suites. Issa Homes builds estate homes on 80-foot lakefront lots. What are the starting prices by builder?

As published on September 3, 2026: M/I Homes priced from $399,999; Pulte from $404,990; David Weekley Bungalow homes from the $500s (base plans from $469,990) and Classic homes from the $600s (from $624,990); Cardel from the $500s (base plans from $579,990); Issa estate homes from $1,250,000 excluding the homesite premium. All exclude lot premiums, options and closing costs. Every plan is on the homes and pricing page.

Is the advertised price out the door, or plus the lot?

Plus the lot, and plus a lot else. A builder's base price is the plan on a standard lot with standard finishes and the base elevation. Add the homesite premium (quoted separately), structural options, design-center selections, sometimes a premium elevation, and closing costs. Quick move-in homes are the exception: their options are already built in, so the listed price is close to the real number.

What do quick move-in homes cost and when are they ready?

On September 3, 2026 the builders listed about three dozen quick move-in homes, from M/I townhomes at $399,999 to Issa lakefront estates above $1.5 million, with completion dates from ready-now through early 2027. David Weekley's ranged from $574,990 to $882,990; Pulte's from $568,895 to $756,090; Cardel's two Coral plans were in the low $700,000s. The current list is on the homes page, and I keep a weekly version with incentives.

What is an ADU or garage apartment, and can I have one?

An accessory dwelling unit is a separate living space on your lot, either an apartment over the garage or a detached casita connected by a breezeway. SeaFlower received county zoning in 2015 allowing an ADU on every single-family homesite, which is unusual. Cardel offers garage suites on many plans, Pulte's Front Porch series has an ADU version of the Mabel II, Issa offers garage-apartment versions of two plans, and Cardel built the Welcome Center with an 800-square-foot ADU. To rent one you must occupy the main house for a year first, and leases must be at least six months.

What lot sizes exist, and are there lot premiums?

Lots are 42, 45, 50, 60 and 80 feet wide, plus the M/I attached products. Lot premiums are quoted on top of base price for lake, park, corner, oversized and quieter-street lots; Issa's lakefront premiums are quoted only on request. Premiums have been rising as the best lots go; they are also one of the more negotiable numbers on a slow-moving lot.

Front-load or rear-load garage: what is the difference?

Rear-load (alley) garages put the garage door behind the house, so the street side is porch and windows; your driveway is off the alley, which is short. Front-load garages face the street and usually come with a deeper back yard. David Weekley's Bungalow lots are rear-load; Cardel offers both on 50- and 60-foot lots; Pulte offers both. If you want a pool, a boat trailer or a long truck, check the yard depth and alley turning radius before you pick.

Can I add a private pool? Is there natural gas?

Yes to pools on many single-family lots; Cardel advertises the option and Pulte lists quick move-ins with pools. SeaFlower has natural gas service through TECO Peoples Gas; Cardel markets itself as a natural-gas community and David Weekley lists TECO as the gas utility. Which appliances are gas varies by builder and plan.

What is included versus upgraded, and what does the design center cost?

Base specification varies by builder, so ask for the included-features sheet in writing. Cardel's own FAQ says buyers typically spend 10% to 20% of base price in the design center; in my experience 5% to 15% is typical across production builders, with structural options on top. Structural choices (extra garage, extended lanai, bonus room, ADU) must be made before the slab. Cardel was offering up to $20,000 toward design options in September 2026.

How long does it take to build?

Cardel quotes 9 to 14 months from a fully signed contract. Production builders like Pulte, David Weekley and M/I are usually faster once the lot is released, often 7 to 10 months, but lot-release timing adds to that. Quick move-in homes listed in September 2026 were completing between October 2026 and January 2027. Get the schedule in writing with the milestones that trigger your deposits.

What warranties do the builders give?

David Weekley: a 1-2-10 multi-level warranty (one year workmanship, two years mechanical systems, ten years structural) with a personal warranty representative. Pulte: a 10-year limited structural warranty that transfers to later owners. Issa: one year materials and workmanship, two years roofing, plumbing, electrical and HVAC, ten years structural through RWC. M/I publishes a 10-year transferable structural warranty and one-year customer care coverage. Cardel's terms are not on its public pages. Read the actual warranty document, not the brochure.

Are the homes hurricane-rated? Do they have impact windows?

All are built to the current Florida Building Code, which is updated every three years and cannot be weakened locally on wind resistance. Developer materials describe impact glass or shutters, reinforced block first floors and underground utilities across the community, and Pulte lists specific quick move-ins with impact glass. Which builders include impact glass as standard versus shutters varies by plan and elevation; I confirm it plan by plan.

Should I get my own inspection on a brand-new home?

Yes, every time. A builder's own quality walk is not an independent inspection. I bring a third-party inspector at pre-drywall (when framing, plumbing and electrical are visible), at final walkthrough with blue tape, and again before the one-year warranty expires. I did the final quality walk for David Weekley for a living; I still hire an inspector for my clients.

Can I make changes after I sign?

Structural changes generally cannot be made after contract; Cardel's FAQ says so explicitly and the production builders work the same way because materials are ordered early. Design selections have a cutoff date too, usually a few weeks after contract. Builders also do not accept owner-supplied flooring, counters or cabinets.

Prices, HOA, CDD, taxes and insurance

The recurring numbers and the one-time ones.

What are the HOA fees and what do they cover?

$300.88 a month for a single-family home, $308.43 for a townhome and $327.70 for a twin villa, per the developer's December 2025 information sheet and David Weekley's pages. The fee includes 1-Gig fiber internet, front and rear yard landscape maintenance, the parks and trails, and operation of The Garden Club. Townhome and villa fees add exterior maintenance, insurance and reserves. The clubhouse portion is abated until The Garden Club is substantially complete, so expect a step up after it opens.

Is there a CDD? How much, and for how long?

Yes, the Lake Flores Community Development District, created by Manatee County in January 2022. In the FY2027 proposed budget the annual assessment is $1,473 for a townhome, $1,581 for a twin villa, $1,750 to $2,979 for Phase 1B1 lots, $2,092 to $3,409 for Phase 1B2 lots, and $3,335 to $4,605 for Phase 1C lots, depending on lot width. Debt portions run until the bonds mature (2054 to 2056) and can be prepaid; the operations portion (about $400) continues. Full tables on the costs page.

Why do two homes on the same size lot have different CDD fees?

Because they are in different phases with different bond series. Phase 1B lots are on the 2023 bonds, and much of one series was prepaid by builders at lot closing, which lowered those assessments in FY2027. Phase 1C lots are on the $20.9 million Series 2026 bonds issued in February 2026, which is why a 50-foot lot there is about $3,899 a year versus $2,280 in Phase 1B2. Ask which phase your lot is in before you compare.

Do I pay HOA and CDD before the amenities are built?

Yes. HOA dues start at closing; the CDD assessment appears on the tax bill once the lot is on the roll. The developer has abated the clubhouse portion of the HOA until The Garden Club opens, which is the one concession. Every master-planned community works this way in its first years; the trail, parks and lawn service you are paying for exist now, the pool does not yet.

What will my property taxes be?

The tax district covering SeaFlower (Cedar Hammock Fire Control District, unincorporated Manatee County) adopted 14.6100 mills for 2025; David Weekley's pages show 14.671, the 2024 rate. Rule of thumb: taxable value times 1.46%, plus the CDD assessment. A $600,000 home with a $50,000 homestead exemption is roughly $8,000 a year before the CDD. Use the Manatee County Property Appraiser's estimator for a specific parcel.

Why is the first year's tax bill so low on a new home?

Florida assesses property as of January 1. If the house was not substantially complete on January 1, the first bill is based on the land only, which is why listing sites show current taxes of $500 to $1,300 on new SeaFlower homes. The following year it jumps to the full value. Your lender's escrow should assume the full number from day one; check that it does.

How does the homestead exemption work on a new build?

Own and occupy the home as your permanent residence on January 1, then file by March 1 (Manatee County accepts applications online). It removes up to $50,000 of assessed value and caps future assessment increases at 3% a year. You will need a Florida driver license or ID, Florida vehicle registration and voter registration or a declaration of domicile. If you sell a Florida homestead to move here, portability can bring part of your old cap with you.

What closing costs should I expect?

Budget 2% to 3% of price before builder credits: lender fees, title, recording, prepaid taxes and insurance, and documentary stamps on the deed at $0.70 per $100 of price. Who pays doc stamps and title is contractual; builders usually shift them to the buyer while offering a closing-cost credit through their affiliated lender. I show clients the net number both ways.

How much is homeowners insurance on a new home here?

No public quotes exist, and I will not invent one. New homes built to the current code with impact openings earn the wind-mitigation credits Florida requires insurers to give, so premiums are meaningfully lower than for older homes near the coast. Recent client quotes for new single-family homes in this area have run roughly $2,500 to $7,000 a year depending on coverage, elevation and features. Get a quote before contract and write an insurance contingency into the offer.

How much is the deposit, and is it refundable?

It varies by builder. Cardel takes a $5,000 lot deposit plus a pre-approval to reserve, with more due at contract and design. Production builders typically take a percentage of base price at contract plus deposits on options. Florida requires deposits up to 10% of price to be escrowed unless you waive it in writing. Refundability depends entirely on the contract's default clause, which is the paragraph to read twice.

Are there special assessments or transfer fees?

The HOA disclosure summary Florida requires must warn that assessments may change and unpaid ones can become a lien. A capital contribution or working-capital fee at closing is common in new communities but is not published for SeaFlower; ask for it in writing. If you did not get the HOA disclosure before signing, you have three days to void the contract.

Location and the area

Beaches, drive times, schools, shopping and healthcare.

How far is SeaFlower from the beach, really?

The developer's site plan measures 3.2 miles to the beach. Cardel publishes drive times of 8 minutes to Bradenton Beach, 12 to Coquina Beach, 18 to Longboat Key and 24 to Anna Maria Bayfront Park; M/I lists Anna Maria Island at 7.2 road miles. The honest caveat: Cortez Road is the bridge road to the island, and in season (mid-February to mid-April, worst in March) beach traffic backs up. Go before 10 a.m. or after 1:30 p.m. and it is a short drive; try at noon on a March Saturday and it is not.

How far to Sarasota, Tampa and the airports?

Sarasota-Bradenton International (SRQ) is about 18 minutes and 8 miles. Tampa International is about 65 minutes and 37 miles; St. Pete-Clearwater about 55 minutes. Downtown Bradenton is about 6 miles, downtown Sarasota about 13 miles, UTC mall about 26 minutes and St. Armands Circle about 28 minutes, per builder-published drive times.

What schools are SeaFlower homes zoned for?

Sea Breeze Elementary and Bayshore High are listed by every builder. The middle school is disputed: Pulte and Cardel list W.D. Sugg Middle, while David Weekley lists Electa Lee Magnet Middle. Confirm the zone for a specific address with the Manatee County School District locator. Private options nearby include IMG Academy (adjacent), Bradenton Christian, Saint Stephen's Episcopal, St. Joseph Catholic and Cardinal Mooney, and Manatee offers school choice. Details on the location page.

Is it near IMG Academy?

Yes, IMG Academy's 600-acre campus is next door; the developer describes it as adjacent and Pulte lists it at three miles by road. That is a plus for anyone connected to IMG and a neutral for everyone else; campus traffic is on 34th Street West and El Conquistador, not inside the community.

What hospitals and healthcare are close?

HCA Florida Blake Hospital is about 8 minutes away; Manatee Memorial about 16 minutes; Sarasota Memorial roughly 25 minutes; Tampa General and Moffitt about 65 to 70 minutes. Urgent care and dental are planned in the Village Center (PacDental is a signed tenant).

What is nearby for shopping, dining and things to do?

Until the Village Center opens, the closest Publix and everyday retail are on Cortez Road and Manatee Avenue West. Nearby: the Cortez fishing village and Bridge Street (10 minutes), Robinson Preserve (14), Palma Sola Botanical Park, Manatee County Golf Course (5), IMG Golf Club (8), LECOM Park for Pirates spring training (15), and the Bradenton Riverwalk (16), per Cardel's drive times. Anna Maria Island's restaurants are the weekend default.

What is the zip code and address?

Bradenton, FL 34210, in unincorporated Manatee County. Streets include Flower Fields Trail, Seaflower Parkway, Reflection Parkway, Addison Avenue, Merritt Avenue, Fulham Avenue, Sunset Gardens Street and Lake Flores Avenue.

How does SeaFlower compare to Lakewood Ranch?

Lakewood Ranch is 33,000 acres, inland, with dozens of villages, two town centers and 1,064 new-home contracts in the first half of 2026. SeaFlower is 1,175 acres, three miles from the Gulf, with five builders on one plan and 198 contracts in the same period. Both have district assessments (Lakewood Ranch's Stewardship District, SeaFlower's Lake Flores CDD). Lakewood Ranch is finished infrastructure and a long commute to the beach; SeaFlower is the beach side and a community still being built. I have sold in both; which is right depends on whether you want it done now or want to be near the water.

What other new-construction options are there near the beach in Bradenton?

Very few at SeaFlower's price point. Aqua by the Bay (Medallion) is lagoon-front and starts above $1 million; Eagle Trace (Neal) is maintenance-included with no CDD but a much higher HOA; Palma Sola Trace and Harbour Isle are largely built out. Most other new construction in Manatee County is east of I-75 in Lakewood Ranch or Parrish, 30 to 45 minutes from the sand.

Agents, contracts, deposits, lenders and negotiation.

Do I need my own agent to buy from a builder? Does it cost more?

You do not need one, but the on-site sales consultant works for the builder, is paid by the builder and is measured on the builder's numbers. A buyer's agent on new construction is paid by the builder, so it does not raise your price. Under the 2024 rules you will sign a written buyer agreement that states what you owe (typically nothing if the builder pays), and compensation is negotiable. I represent buyers only.

Do I have to bring my agent to the first visit?

Most builders require it, or at least require the agent to register you before you walk in. If you tour unaccompanied and unregistered, some builders will refuse to pay your agent later, which means you lose representation for that builder. Call or text me before your first model visit and it is handled in five minutes.

How do builder incentives actually work?

They are usually tied to the builder's affiliated lender: Pulte's rate offers run through Pulte Mortgage, M/I's advertised FHA rate through M/I Financial, David Weekley's through Grace Home Lending, Cardel's through a preferred lender. The builder pays for a rate buydown or closing-cost credit as an interested-party contribution, which lenders cap at 3%, 6% or 9% of price depending on your down payment. You are never required to use the affiliated lender, but the incentive usually disappears if you do not, so the comparison is total cost with the incentive versus an outside lender's rate.

Can you negotiate price with a builder?

Base price rarely moves on a to-be-built home; incentives, lot premiums, closing-cost credits, design-center credits and structural option pricing all can. Quick move-in homes are different: Pulte cut one listing by $10,000 and townhomes on Sunset Gardens Street were reduced $10,000 to $25,000 in 2026. Timing matters most. Builders push hardest in the last two weeks of a fiscal quarter, and division managers can approve what the on-site rep cannot.

Quick move-in or to-be-built: which is the better deal?

Quick move-ins carry the biggest discounts and rate buydowns because finished inventory costs the builder money every month, and you know exactly what you are getting. To-be-built homes get you the lot, the plan and the finishes you want at base price plus options, six to fourteen months out, with more exposure to rate changes. If a quick move-in has the lot and 80% of the finishes you would have chosen, it is almost always the better deal.

Do I have to use the builder's lender?

No. Pulte says so explicitly and it is true of all five. The catch is that rate and closing-cost incentives are conditioned on the affiliated lender. Get an outside quote anyway; sometimes the outside rate beats the bought-down rate once the fee structure is compared, and it always gives you leverage.

What disclosures must I receive at contract?

Two matter most. The HOA disclosure summary (Florida Statute 720.401) covering assessments and restrictions, with a three-day right to cancel if you did not get it before signing. And the bold-type CDD notice (Statute 190.048) stating that the Lake Flores Community Development District may levy taxes or assessments. You will also see the builder's warranty, the plan and elevation exhibits, and the option and deposit schedules.

Can I pay cash or use a construction loan?

Cash is accepted by every builder; Cardel publishes a draw schedule for cash buyers. Construction loans are less common with production builders, who finance the build themselves and close when the home is done; Cardel works with a preferred bank for construction lending on its semi-custom product.

Can I tour without an appointment?

Yes. The Welcome Center at 4505 Flower Fields Trail is open Monday to Saturday 9:30 to 5:30 and Sunday 12 to 6, and each builder's model is staffed daily: David Weekley at 7635 Addison Ave, Pulte at 7634 Addison Ave, Cardel at 4521 Flower Fields Trail, M/I at 8015 SeaFlower Parkway, and Issa through the Welcome Center. Register your agent first; text me before you go and I will set it up with every builder in five minutes.

What does a good contract review catch?

The default and deposit clauses, the completion window and what happens if the builder misses it, the escalation or cost-increase language, whether the appraisal gap is your problem, the change-order process, the warranty exclusions, and the arbitration clause. Builder contracts are written by the builder's lawyers and they are not the standard Florida resale contract. I read them with every client and refer out to a real estate attorney when something needs changing.

Buying from a distance and becoming a Floridian.

Can I buy and close remotely?

Yes. Florida allows remote online notarization even when you are outside Florida, and the builders and their title companies handle mail-away and remote closings routinely. The developer offers live video appointments. Most of my clients see their home in person once or twice during the build and close from home.

How do out-of-state buyers keep track of a build?

Through their agent. I do video walkthroughs of the lot and the build at each stage, attend the pre-construction, pre-drywall and final meetings, and send the inspector's reports. Builders provide photos through their own portals, which are useful but selective.

The developer has not published data. What do I need to establish Florida residency and homestead?

A Florida driver license or ID card, Florida vehicle registration, and either voter registration or a declaration of domicile, plus Social Security numbers for all owners. Occupy the home by January 1 and file the homestead application with the Manatee County Property Appraiser by March 1.

What are the utilities and who provides internet?

Electric is Florida Power and Light, gas is TECO Peoples Gas, water and sewer are Manatee County, and internet is Bluestream fiber, which is included in the HOA fee at 1-Gig service.

When is the best time of year to buy new construction here?

Late in a builder's fiscal quarter and, especially, in September and December, when builders clear inventory before year-end reporting; that is when the largest buydowns and credits appear. Seasonally, summer is slower on the sales floor than February and March, when snowbird traffic peaks. Weather-wise, tour in July once and you will know whether Florida summers are for you.

Is west Bradenton a good place to live?

It is older, established Florida: a working fishing village at Cortez, the causeway to Anna Maria Island, the Palma Sola Bay shoreline, IMG Academy, spring-training baseball at LECOM Park and a downtown Riverwalk. It is not the manicured, everything-new feel of Lakewood Ranch. SeaFlower is bringing new retail and homes to a part of the county that had very little new construction, which is a large part of why it is selling.

What you can rent, and what it costs to hold.

Can I rent out my SeaFlower home? Short-term?

Whole-home leasing rules are in the HOA covenants, which are behind the resident portal; a third-party blog claims one year of owner occupancy before leasing, which I have not confirmed in an official document. For ADUs the rule is published: one year of owner occupancy first, then leases of six months or more. Assume no short-term rentals and verify the exact clause before you buy as an investment.

What does it cost to hold a SeaFlower home as an investment?

HOA of about $300 a month, the CDD assessment of roughly $1,475 to $4,605 a year by product and phase, property taxes at about 14.61 mills on full value with no homestead cap (non-homestead assessments are capped at 10% a year), and insurance. Lenders cap builder concessions on investment properties at 2% of price, so the incentive math is different from an owner-occupant's.

Are the townhomes and villas good for a lock-and-leave second home?

That is what they are designed for. M/I's 68 townhomes (3 bed, 2.5 bath, 2-car) and 90 twin villas (2 bed, 2 bath, 2-car) from $399,999 have exterior maintenance, insurance and reserves inside the HOA fee, so nothing needs your attention when you are away. Confirm what the HOA covers on roofs and exteriors in the villa documents.

Can I rent the ADU and live in the main house?

Yes, after one year of owner occupancy, with leases of six months or longer. That was the developer's stated design intent for the ADU program, and it is the most common way buyers here use one: a long-term tenant, a relative, or a home office that becomes a rental later.

Is SeaFlower a good investment? Will values rise?

Nobody can promise appreciation, and I will not. What the public record shows: strong absorption (about 270 homes sold in the first year), rising lot premiums, and MLS resales of new homes at roughly 99% of asking and $229 per square foot over the past year. What I watch: the Village Center opening, the Garden Club opening, and how the Phase 1C lots are priced relative to Phase 1B. Buy the house you want to live in at a number you can hold through a slow year; that is the only investment advice I give.

Can I do a 1031 exchange into a new-construction home here?

Potentially, for an investment-use property, but the 45-day identification and 180-day closing windows are hard to meet on a to-be-built home. A quick move-in home is the realistic path. Talk to a qualified intermediary and your CPA before you sell the relinquished property.

Hurricanes, flood zones and safety

The honest answers to the questions people are afraid to ask.

Is SeaFlower in a flood zone? Do I need flood insurance?

FEMA's National Flood Hazard Layer shows the interior of the site as Zone X, minimal flood hazard, on FIRM panel 12081C0284F effective August 2021, with 0.2%-annual-chance and coastal AE and VE zones west of 86th Street toward Palma Sola Bay and isolated Zone A pockets near the 75th Street edge. Lenders do not require flood insurance in Zone X, but roughly one in three flood claims come from low- and moderate-risk zones and Zone X policies are inexpensive. Confirm your specific lot on Manatee County's flood map before you rely on any of this.

What is the evacuation level, and how is that different from the flood zone?

They are different systems. The FEMA zone is about rainfall and surge insurance risk; Manatee County's evacuation levels A through E are about storm surge and who leaves first. Look up a specific address on the county's Learn Your Level map before you buy. Elevation certificates for finished homes are available through the county records office.

What happened here during Hurricanes Helene and Milton in 2024?

SeaFlower was pre-construction; the first homes started in early 2025. Nearby, Anna Maria Island and the low-lying Cortez village took surge damage while Zone X neighborhoods two to four miles inland reported wind and debris but not water. Every home in SeaFlower is being built to the code that came after those storms.

How wind-resistant are the homes, and does that lower insurance?

They are built to the current Florida Building Code, which is updated every three years and cannot be weakened locally. Florida law requires insurers to give discounts for code compliance and wind-mitigation features such as roof-to-wall connections and opening protection, and new homes qualify through a wind-mitigation inspection form. That is the main reason new construction insures for less than older homes at the same address.

Are the homes generator-ready?

One of the developer's published buyer stories cites generator readiness as a reason for choosing a Cardel home, and natural gas service through TECO makes a standby generator practical. Whether a plan is pre-plumbed for one is a builder option; ask for it before the slab.

Will Cortez Road traffic get worse with 4,000 homes?

It is the most common objection online and it deserves a straight answer: yes, more homes mean more trips, and Cortez Road is the only bridge road to the island. The plan mitigates it with an internal trail network and a Village Center that keeps daily errands off the road, and the Cortez bridge replacement is a pending state project. I have not seen a published traffic study. If your daily commute is across that bridge, drive it at 8 a.m. in March before you buy.

Is the density too high? Are the homes close together?

Lots run 42 to 60 feet wide for most single-family homes, which is closer than a 1990s subdivision and typical of coastal-village design; the trade is walkability, porches and a short walk to parks. Rear-load lots feel tighter in the back and more open on the street. If you want space between houses, the 60-foot and 80-foot lots exist; walk a finished street before you decide.
